This is basically the situation in all modern liberal democracies. Which are still male-forward hero-revealers but with at least some influential element of consensus-seeking.

I think you need a certain amount of community self-defence framework. Like, Kurds in Rojava and Zapatistas in Chiapas are largely able to maintain consensus structures against better armed, violent regimes. But they've been able to develop strategies to resist them.
