It's all in how you define the word "we" in that statement. Remember this is The Ego That Walks Like A Prime Minister speaking. That "we" in there is speaking about the Harper Government, not the Government of Canada and its past actions, which have nothing to do with the Harper Government, to which no controversies are to be allowed to stick.
